The tool that cut more than 10 hours of market administration to one hour in a U.S. night market

A small tool that collects and reuses each vendor’s application, participation, and supporting documents could help traditional market merchant associations reduce repeat administration without dedicated IT staff. In one U.S. night market case, handling vendor applications, payments, refunds, and stall assignments in one place reportedly cut administration from more than 10 hours per event to about one hour.

Support has grown, and so has the operational work

The 2027 Traditional Market and Shopping District Revitalization Support Project does not accept applications directly from merchant associations. Merchant associations and market operating organisations prepare the materials; city, county, or district governments enter them into Small Business 24 (소상공인24), a Korean government service portal for small businesses. Provincial and metropolitan governments review them before submission to the Small Enterprise and Market Service, the public agency that supports small businesses and traditional markets. The current basis is the revised notice issued on October 22, 2026, and the deadline is 6 p.m. on November 16.

The Culture and Tourism Market programme (문화관광형시장) will select about 30 markets and provide up to KRW 2 billion per market through the end of 2029. Both the duration and funding cap have increased from a maximum of KRW 1 billion over two years to KRW 2 billion over three years. Selection therefore means more than running a few events: vendor recruitment, contracts, spending, and performance records must continue for three years.

Before applying, the merchant association membership rate and membership-fee payment rate must each be at least 80%. The Digital Onnuri Gift Certificate merchant acceptance rate must be at least 70%, and the fire mutual-aid or private fire-insurance coverage rate must be at least 50%. Market operators must collect vendor-level status and insurance records to calculate these rates, while separating businesses that must be excluded from the calculation, such as restricted business categories. They also need a commitment to secure local-government funding and a stamped application before the deadline.

After selection, the work becomes more fragmented. Settlement examples specify the need to cross-check contracts, quotations, bank-transfer records, event photographs, goods-distribution logs, and final reports. A fire-alert installation project in Changwon also required participation consent forms and self-contribution payment logs. A 2023 audit by Seodaemun-gu, a district government in Seoul, identified cases where settlement inspections were completed despite inadequate supporting documents, and called for stronger guidance and on-site inspections.

The cost of this repeat work is already falling elsewhere. Marketlly said that when a U.S. night market operator handled vendor applications, payments, refunds, and stall assignments in one place, administration fell from more than 10 hours to about one hour per event. Building a dedicated system for a single market was once difficult. Now, operators can start with a small tool that handles only one part of the process: applications, events, or supporting documents.

If you changed the day of a merchant association office manager working alone

Picture the office manager of a traditional market with 80 vendors, handling operations alone. When a call for applications appears, they reconfirm membership, fee payment, Onnuri gift certificate acceptance, and fire-insurance coverage through phone calls and group chats. They copy replies into paper records or spreadsheets, then contact vendors with missing information again.

Once the materials are collected, they calculate four rates and separately mark vendors that should be excluded. They copy the vendor list into the application form and save files using the names required by the local-government officer. When a request for corrections arrives, they trace back through the original conversation to find which vendor is missing which document.

The same pattern repeats when an event begins. They collect night-market participation responses, check menus and electricity requirements, assign stalls, and update event notices and layout maps when participants change. After the event, they collect receipts and photographs, then categorise them by spending item.

With a small operations tool, each vendor gets one core record. Membership, fees, gift certificate status, insurance, and contact details are entered once. When a new grant application or event opens, only the required fields need to be reconfirmed. The first screen should show vendors dragging the market below the threshold and vendors that have not responded, before showing overall rates.

Event participation does not need a long application form either. A vendor opens a link received by text message, confirms participation, required facilities, and submitted documents, and uploads photographs. The office manager changes only the status—application complete, documents missing, payment pending, or stall confirmed—and sees overall progress.

Expense evidence should not be collected in one batch after spending is complete. When an expense is registered, the tool should show whether a contract, transfer record, receipt, result photograph, or distribution log is required. The responsible person can upload it immediately from a phone. At settlement time, the team requests corrections only for missing materials.

Human judgment still remains. A staff member must verify whether a participating vendor is actually operating, whether receipt spending fits the project purpose, and whether event photographs show real results. The tool reduces time spent calling, copying information, and searching for missing documents—not the judgment itself.

MarketWurks, a similar market-management tool launched in Canada, lists a base price of CAD 1,700 per location, or about KRW 1.63 million, and targets markets managing an average of at least 35 to 40 vendors. Korean pricing requires separate review. The important point is that teams can begin with one event type or one type of supporting document rather than a system for the whole market. If the same reduction occurred across 10 events, administration would fall from more than 100 hours to about 10 hours, but the actual reduction must be tested in Korean market operations.

Overseas markets changed small operational tasks first

Certified Farmers Night Market in California manages 30 to 40 vendors per event. Previously, it moved among a website, spreadsheets, and design tools to handle applications, payments, refunds, and layout plans separately. It charged vendors a USD 35 participation fee per event.

After consolidating work in Marketlly, administration reportedly fell from more than 10 hours to about one hour per event, according to the vendor. The claim that the market began accepting more vendors also comes from the vendor and needs separate verification. Still, combining the flow from application through stall assignment makes clear where time can be saved.

MarketWurks began in Canada by replacing paper applications and manual work at the Whistler Farmers Market. It manages vendor applications, documents, invoicing, online payments, attendance, sales reporting, and booth assignments in one place. Returning vendors can retrieve and update their previous information.

The company says the Whistler market doubled in size using the tool and that markets in six countries now use it. These are company-reported figures and need separate verification. But the structure—avoiding the need to collect every document from scratch whenever a vendor returns—can apply directly to recurring markets and night markets in Korea.

Primera, a UK commercial-district operator, moved business information, contact records, and activity reports for the 12 commercial districts it manages into one tool. It changed its previous way of working within three months and reduced more than 100 days of work annually, according to supplier Vicinity.

The key point is not a polished consumer app. It is recording vendor information consistently across several commercial districts, so staff can see past contact and participation records even when the person in charge changes. In Korea, this could also expand into a way for local governments to view application and correction status across multiple markets.

Four things you could build now

1. Grant eligibility traffic light

  • A service that collects each vendor’s membership, fee, gift certificate, and insurance status and automatically shows whether application criteria are met.
  • It is for merchant association offices and local-government officers working with 50 to 150 vendors while preparing a Culture and Tourism Market application.
  • It is needed now because four rates must be repeatedly checked, while document issue dates and excluded vendors must also be separated.
  • The first screen should show current rates, items below the required threshold, vendors that have not responded, and the submission deadline.

2. Night-market participation and stall-assignment tool

  • A service that handles participation applications, facility requests, participation-fee confirmation, and booth assignments in one flow.
  • It is for market operating organisations that run monthly night markets or weekend markets and recruit at least 30 vendors per event.
  • Overseas cases show that this work can eliminate more than 10 hours of administration per event, making it easy to test the impact even with a small feature set.
  • The first screen should show the market layout and use colours to distinguish vendors with completed applications, missing documents, pending payments, and confirmed stalls.

3. Event evidence inbox

  • A service that collects required contracts, transfer records, receipts, photographs, and distribution logs for each expense from a phone.
  • It is for merchant associations that run festivals, joint marketing, and goods distribution but have only one or two people handling settlement.
  • Collecting materials after a project ends easily creates omissions, so the system should collect them on the day the expense occurs.
  • The first screen should show the expense list alongside evidence complete, correction required, and not yet reviewed by the person in charge.

4. Vendor-level performance record

  • A service that keeps a connected record of each vendor’s event participation, coupon use, training attendance, and receipt of supported goods.
  • It is for markets and local governments that run several support projects in sequence and recreate participating-vendor lists each time.
  • In a three-year project, recording which vendors received what and continued to participate is more useful for the next plan and final report than simply counting participants.
  • The first screen should show each vendor’s participation history, recent activity, missing results, and vendors that dropped out partway through.

What to check in 30 minutes today

Contact one market office and ask to see, on screen, the files and group chats used from participant recruitment through settlement for one recent event. If the same vendor information was copied three or more times, or if supporting documents had to be collected again for three or more expenses after the event, one of these four ideas is worth testing in practice.

Why this matters where you are

Korea’s grant criteria, local-government submission process, and supporting-document requirements are Korean conditions, so they will differ in your market. But you can check whether local market operators repeatedly re-enter the same vendor data across grants, events, payments, and settlement. If they do, start by testing one narrow workflow rather than building a full market-management system.
