An International Shipping Ledger That Outlasts the Subsidy

Shipping-subsidy calls are an opportunity to build cost calculation, evidence tracking, and deadline-management tools that remain useful after the funding ends.

A call to reimburse shipping costs has opened

Extended applications for the 2026 logistics support programme for small and medium-sized online exporters close at 18:00 on September 30. GobizKOREA (고비즈코리아), the online export platform run by the Korea SMEs and Startups Agency, says applications may close earlier depending on the number of applicants and available budget.

Eligible businesses are small and medium-sized enterprises that already export online or are preparing to do so. This year’s intake covers about 1,190 businesses using order-fulfilment services and about 100 businesses using overseas logistics centres operated by the Busan Port Authority.

Order fulfilment is a service that stores products in a warehouse, picks and packs them when an order arrives, and sends them to the local customer. Businesses need evidence that they have contracted with a logistics provider partnered with the Korea SMEs and Startups Agency, or that they use warehouse services operated by Amazon, Shopee, Lazada, or Rakuten.

Businesses pay all logistics costs first, then submit evidence and receive reimbursement for 70% of recognised costs. The published support cap on GobizKOREA ranges from KRW 10 million to KRW 30 million depending on the previous year’s export performance, so not every business receives KRW 30 million.

Applicants need to prepare documents including a small-business confirmation certificate, business registration certificate, tax-payment certificate, financial documents, and a logistics service contract. Costs already supported through another public programme cannot be settled twice. Any unused balance within an approved limit disappears if it is not spent during the settlement period.

There is a problem to solve before application assistance

Consider a hypothetical user: the owner of a 12-person household-goods manufacturer. They sell online domestically, and repeat first orders have begun arriving through overseas marketplaces.

The owner downloads order numbers from the sales dashboard, finds the same orders in logistics-provider invoices, and reconciles them again with bank-transfer records. To apply for the programme, they separately collect contracts and tax documents. Once selected, they must separate eligible costs from other costs again.

The problem is not a single missing document. The same order number is scattered across the sales dashboard, warehouse records, invoices, and payment materials, with different naming and date formats. When the person in charge changes, the team first has to find where last month’s files were stored.

A ledger built for the support programme changes the work. When users upload sales records, invoices, and payment materials, it can read the documents, extract order numbers, costs, and payment dates, and flag only mismatched items and missing evidence.

Look at the reverse case. If the assumption is correct that this support may shrink or disappear next year, a service that only summarises calls for applications and writes application forms loses its usefulness too. A ledger that calculates what actually remains after shipping one order and stores the evidence is still needed regardless of the subsidy.

The 70% support figure does not replace cost calculation. Businesses must secure the full cost upfront, and they still bear unrecognised costs and the remaining 30%. They need to view profit before support and profit after support side by side.

Some work clearly remains with people. The business and the programme operator must confirm whether a contract meets the actual call conditions, whether a specific cost is finally recognised, and whether it overlaps with another support programme. Artificial intelligence can read documents and find missing items, but it should not make the final eligibility decision.

That is why the first product does not need to be a giant export-management system. It can start by linking the sales record, logistics-use record, invoice, and payment material for one order in a single row, then separating money that must be paid now from money that may be reimbursed later.

Other markets also use paths beyond grants

Malaysia’s eTRADE Programme 2.0 supported not only fees for joining overseas online marketplaces, but also the cost of sending products to overseas warehouses or Amazon warehouses and warehouse-use fees. Support was capped at MYR 5,000 per business, equivalent to about KRW 1.67 million when converted for this article.

According to the Malaysia External Trade Development Corporation, more than 2,000 businesses participated between 2021 and 2025 and generated export sales in 163 countries. New support is currently suspended, showing why an operating tool that remains after funding ends is needed even when businesses begin with a subsidy.

Canada Post’s Solutions for Small Business is not a model where users collect receipts and apply for a grant. Its international shipping discount tier is determined by shipping spend over the previous 12 months, and the tier is recalculated quarterly.

The discount on international small-packet air service is up to 58%. Businesses with low shipping volume can begin at a lower tier, making it closer to a structure that encourages them to keep building actual shipping records than to one that requires completing an application.

The United States’ eBay International Shipping lets eligible sellers send goods only to an eBay logistics hub within the United States rather than directly to overseas buyers. eBay then handles international shipping, customs documents, and returns, while sellers can list products to buyers in more than 200 countries.

Instead of returning shipping costs to sellers in cash, this approach removes the complex stages of international delivery. International shipping charges and import-related costs may still be added for buyers, so sellers need to check separately whether the final checkout amount discourages purchases.

  • First screen: Users enter the destination country, product price, weight, logistics quote, and expected support rate. It shows estimated profit for one order in two lines.

3. A logistics-quote comparison translator

  • What it does: Breaks down quotes from different logistics providers into the same categories and compares storage, packing, shipping, and extra costs.
  • Who uses it: A food-export business preparing to export and deciding among a partnered logistics provider, a marketplace warehouse, and a Busan Port Authority overseas logistics centre.
  • Why now: Proof of a service contract or platform use is needed at the application stage, so waiting for the support decision before finding a logistics provider may be too late.
  • First screen: Users upload quote files and see estimated monthly costs from three providers alongside items whose support eligibility needs checking.

4. A direct-from-home versus overseas-warehouse selector

  • What it does: Uses current destination countries and entered logistics quotes to compare shipping each order from Korea with placing inventory in an overseas warehouse in advance.
  • Who uses it: A fashion-accessories seller receiving scattered orders from the United States and Europe and considering whether to use an overseas warehouse.
  • Why now: Both domestic and overseas order-fulfilment services and overseas logistics centres are eligible for support, so the two operating models can be assessed before a contract is signed.
  • First screen: Users upload recent order files and received quotes, then see country-level order distribution and estimated monthly costs for both options side by side.

What to check today

Call one business that sells online internationally and ask where it finds the sales record, logistics invoice, and payment material for one recent order. If confirming that order means moving between more than three screens or takes more than 10 minutes to find one required document, try building an order-level evidence ledger before an application-writing tool.
