Between Heat Alerts and Work Rosters: What Small Workplaces Miss
As heat-response standards become more specific, there is room for small workplace tools that turn weather alerts directly into breaks, shift changes, water provision, and records.

Heat has become an operational problem at work
The material available for this article does not establish the duration or temperatures of heatwaves in the United Kingdom, or how many workers were affected. Further verification is also needed on how construction, kitchen, delivery, and bus-driving work was actually adjusted there.
In South Korea, 228 people had heat-related illnesses recognised as occupational injuries between 2021 and 2025, according to the Ministry of Employment and Labor, the government ministry responsible for labour policy. Construction accounted for 106 cases, close to half. Of those affected, 162 worked at businesses with fewer than 50 employees—roughly seven in 10.
Under current Korean rules, prolonged work in places with an apparent temperature of 31°C or above is treated as heat work. At 33°C or above, workers should generally receive at least 20 minutes of rest every two hours, and outdoor workplaces must provide shaded rest areas.
Employers must record workplace apparent temperatures and response measures by date, then retain those records until 31 December of that year. Heat response is no longer only about handing out water. It is operational work: recording who rested, when, and what action was taken.
The gap is turning forecasts into real action
Assumption: A manager at a small construction site can check a weather app, find workers on a paper roster, and announce breaks in a group chat. They may then write temperatures and actions again in a notebook or document file. If water or shade shelters are insufficient, they may separately search for suppliers.
Kitchens and bakeries are more complicated. Outdoor weather alone does not show conditions inside a workplace where ovens and cooking heat add to the temperature. It needs to be confirmed whether sites directly measure conditions and adjust cooking order or shift times.
For delivery workers, nearby shelter information and the income impact of resting need to be addressed together. In jobs such as bus driving and emergency response, where workers cannot immediately leave their post, simply notifying them of rest standards does not help if no replacement shift has been prepared.
The opportunity lies where people manually move information between weather apps, work rosters, group chats, inspection records, and supply orders. Before a large safety-management system, there is a need for a small service that identifies today’s high-risk work, assigns replacements, gets confirmation from the people involved, and leaves a record.
Assumption: If building this in the United Kingdom, local legal standards and official weather-warning levels must be verified separately. But the service structure—deciding whose work changes and how when an alert arrives—can still be tested.
Elsewhere, heat guidance is being linked to action
The OSHA–NIOSH Heat Safety Tool is a free app for outdoor workers and managers in the United States. It provides heat risk for the current location, hourly forecasts, and guidance on water, rest, and emergency action. The material provided does not confirm that it can change work rosters.
Jacar Montajes, a Spanish construction company, provided temperature-warning wrist devices, air-conditioned rest rooms, and training at company expense. It changed summer working hours from 8:00 am–4:00 pm to 6:00 am–2:00 pm, and reported no heatstroke in 2023 and 2024 in a European Agency for Safety and Health at Work case study.
In Hong Kong, heat-stress-reducing workwear for construction workers was sold. The technology was provided to a construction-industry body for a symbolic fee of HKD 1 and distributed at a lower price than existing workwear. More than 116,000 shirts had been ordered by the end of 2018.

Ask one construction-site manager, bakery operator, or delivery worker where they make work changes, notify staff, and keep records after seeing a heat alert. Finding just one point where the same information is manually copied twice can define the first screen.
Why this matters where you are
Korea’s temperature thresholds, rest requirements, recordkeeping rules, and workplace injury figures are Korean conditions, so they should not be treated as rules elsewhere. Check the heat-alert system, legal duties, and work patterns in your own market. The transferable question is practical: when an alert arrives, does a small workplace have a simple way to change work, arrange cover, notify people, and document what happened?
