An Order-Change Confirmation Service That Sits on Top of Phone Dispatch

Without removing phone calls or KakaoTalk, a service that keeps the latest order version and driver confirmations in one place could be sold in small steps to freight brokers with two to 10 staff.

A gap has opened between phone calls and spreadsheets

According to a PwC Korea report citing data from the Korea Transport Institute (한국교통연구원), South Korea has about 11,000 freight transport brokers, and brokers are understood to handle 60–70% of middle-mile transport. As of 2020, 99.3% of brokerage firms had capital or asset valuations of KRW 500 million or less. That suggests that firms without enough staff to build their own systems make up most of the market.

The work expected of a dispatch coordinator also spans phone calls and spreadsheets. Job listings from Employment24 (고용24), Korea’s public employment service, for freight transport brokerage companies list customer freight intake, driver dispatch, transport-progress management, phone consultations, and spreadsheet entry as duties performed by one person.

That does not mean a service should remove phone calls and KakaoTalk. Kakao Mobility (카카오모빌리티) keeps the web, phone, KakaoTalk, and spreadsheets open as intake channels for corporate freight because it is difficult to force urgent freight and customers with different ordering habits into a single method.

The problem is less that there are multiple intake channels than that it is hard to know which information is current. When a pickup time changes, the KakaoTalk message, the text sent to the driver, the office spreadsheet, and the trip result can all differ. The coordinator then has to call the driver again, confirm the change, and record it once more.

There is already a regulatory basis for keeping electronic records. A cargo consignment certificate (화물위탁증) must include the origin and destination, cargo type, weight and volume, freight charge, and vehicle information. Electronic documents are also accepted. That means a small service that records an order’s final terms and the time it was sent can come before building a new large platform.

Start with the owner of a six-person brokerage firm

Narrow the first customer to the owner of a six-person general freight brokerage firm. The owner also takes customer calls. Two or three dispatch coordinators find drivers through freight information networks and by phone. The remaining staff organize delivery receipts, tax invoices, and payment status.

When a customer sends a pickup location and time through KakaoTalk, the coordinator copies them into a spreadsheet of freight volumes. Once a driver is assigned, the coordinator sends the address and contact details again by text or KakaoTalk, then confirms the freight charge and site conditions by phone.

A changed pickup time makes the work more complex. The coordinator must update the spreadsheet, contact the driver again, and tell the customer whether the update was delivered. If the driver is driving or the coordinator changes shifts, it is difficult to see immediately who confirmed what.

The first service added here is not a complete dispatch programme. Coordinators continue taking orders by phone and KakaoTalk. But when they register one confirmed order, the driver and customer receive a link with the same information, and the system records only who confirmed it and when.

When a time or address changes, the coordinator edits the existing order rather than resending an old message. Changed fields appear in colour on the driver screen. Unless the driver presses the confirmation button, the coordinator screen keeps the order marked as unconfirmed, so staff can identify only the people who need a call.

Some work still belongs to people. Coordinators must judge whether cargo dimensions fit the vehicle, negotiate whether the driver can meet the changed time, and set waiting charges and additional freight charges. The service does not make those decisions. Its job is to prevent the final agreement and delivery status from being lost.

The first 10 prospects can be found among firms that post dispatch jobs on Employment24 requiring both phone consultations and spreadsheet entry, brokers whose websites advertise text-message or KakaoTalk intake, and offices with two to 10 staff referred by existing drivers or shippers. They are currently managing work across phone calls, KakaoTalk, spreadsheets, and freight information networks. Offer change confirmation first, rather than replacing their entire workflow.

Overseas, the layer sat on top of existing contact methods

Australia’s Gucel Haulage used WhatsApp group chats to send jobs to drivers, while vehicle and partner-carrier information was managed through spreadsheets and phone calls. Ethical Edge Solutions changed this into a real-time job status board and a driver mobile screen, allowing the same job to be handed to another driver immediately when the vehicle changed.

This was a custom build for the company’s workflow, and its price and quantified outcomes were not disclosed. Still, the published case is useful because it describes a real-time dispatch board, driver mobile screen, vehicle and partner-carrier management, and reassignment capability.

The UK’s D.A.W Logistics, which operates six or more vehicles, adopted Mandata’s transport-management service and driver screen. It sent dispatch changes to drivers and enabled them to upload proof-of-delivery documents from their phones.

In the company’s published case, time spent processing paper proof-of-delivery documents and work records every Monday fell from five hours to eight minutes, while planning work fell by about 45 minutes a day. Because this is a supplier-published customer case, whether Korean firms would see the same result requires separate verification. It does show that proof collection can follow change delivery.

Australia’s Campbell Transport adopted MyTrucking after relaying work to drivers who travelled in remote areas for days at a time by phone. The service charges monthly by the number of vehicles used and includes a driver screen, job assignment, and collection of photos and proof-of-delivery documents.

The company says drivers can enter information where connectivity is unavailable, with it syncing automatically when the connection returns, replacing the return of paper documents weeks later with immediate receipt. Here too, the starting point was not complex automated dispatch but job delivery and proof-of-completion collection.

Four things to sell in small steps

1. Order-change confirmation inbox

  • What it does: Keeps the latest version of pickup and delivery times, addresses, vehicle requirements, and freight charges in one place, recording changes and the driver’s confirmation time.
  • Who uses it: Owners and dispatch coordinators at two-to-10-person brokerages that dispatch urgent general freight by phone.
  • Why now: Phone calls and KakaoTalk will remain in use, but the growing use of electronic cargo consignment certificates and platforms has reduced resistance to keeping change records.
  • First screen: Shows today’s orders in three columns: confirmation complete, driver unconfirmed, and customer reply pending.

2. KakaoTalk order organizer

  • What it does: When a coordinator pastes in a KakaoTalk message or photo, it separates the content into pickup location, delivery location, time, vehicle type, cargo, and freight-charge fields for a person to confirm finally.
  • Who uses it: Dispatch offices that receive orders in different formats from each customer and re-enter the same information into spreadsheets.
  • Why now: Large freight services also accept orders through KakaoTalk and spreadsheets, so a tool is needed that does not force customers to change their ordering habits.
  • First screen: Places the received message on the left and the organized draft order on the right, highlighting only empty or uncertain fields.

3. Proof-of-delivery envelope

  • What it does: Groups the delivery-receipt photos, arrival time, and vehicle information uploaded by a driver by order and turns them into files for customer settlement.
  • Who uses it: Small brokerages that use many external drivers and compare KakaoTalk photos with spreadsheets at month-end.
  • Why now: In both Korean and overseas cases, collecting proof-of-delivery documents appears as a point where repeated entry and settlement delays arise after dispatch.
  • First screen: Shows counts for proof received, photo re-requested, and ready for settlement, plus an incomplete list by customer.

4. Customer-facing transport-status link

  • What it does: Lets customers check dispatch complete, pickup, in transit, and delivery complete statuses, along with delivery receipts, without calling the coordinator.
  • Who uses it: Brokerage staff who update regular shippers several times a day on dispatch and arrival status.
  • Why now: Even without precise driver-location tracking, sharing only statuses already confirmed by the coordinator can reduce repeated inquiries.
  • First screen: After entering an order number, the customer sees only the current status, the last confirmation time, the assigned vehicle, and an inquiry button.

Why this matters where you are

Korea’s freight brokerage market, electronic-document rules, and widespread use of KakaoTalk are Korean conditions. In your own market, check which order channels small transport operators already use, whether electronic freight records are accepted, and where changes become hard to trace. The transferable action is to test a narrow confirmation workflow before replacing dispatch software.

What to check today

Choose three brokerages that appear to have two to 10 staff from Employment24 dispatch job listings or public company websites, then spend 30 minutes calling them to ask how they handled one recent order change. If two of the three say they separately update a spreadsheet and a message to the driver when a change occurs, and agree to test with 10 real orders, begin with an order-change confirmation inbox rather than a full dispatch programme.
