A Seller Service for Settlement Failures and the Debt Work That Follows

Settlement checks and debt-response work, once tied up inside online marketplaces, can become a separate service for sellers.

A payout delay can become a debt-management problem

On September 22, 2026, the Ministry of SMEs and Startups (중소벤처기업부), Korea’s ministry for small businesses and startups, announced debt restructuring for businesses affected by unpaid settlements from TMON and WeMakePrice. This is not a programme that lends new money. It adjusts the repayment burden of policy loans received during the 2024 settlement delays.

The financial support announced by the Korean government in 2024 totalled more than KRW 560 billion. It included more than KRW 300 billion through the Korea Credit Guarantee Fund and Industrial Bank of Korea, KRW 200 billion in emergency funds from the Korea SMEs and Startups Agency and the Small Enterprise and Market Service, and KRW 60 billion in support for tourism businesses.

If a business with a loan from the Korea SMEs and Startups Agency has repaid at least 10% of its principal, it can reduce the principal due over six months to 20% of the amount under the original plan. If it keeps to that schedule, it can also receive a one-year extension to the repayment period.

Loans from the Small Enterprise and Market Service are for small business owners who are repaying normally, or are no more than 30 days overdue, and are experiencing temporary business difficulty. Following a review, the repayment period can be extended to up to seven years. People who close their business, find employment, and remain employed for one year can receive a 0.5 percentage-point interest-rate reduction.

This is not compensation for sales proceeds that sellers did not receive. People in arrears are directed to separate debt-restructuring programmes such as the New Start Fund (새출발기금), and the actual range of principal and interest adjustments depends on each person’s debt situation.

A settlement-failure response box can sit outside the marketplace

Online marketplaces had reasons to run orders, payments, settlements, and refunds together. The marketplace holds the transaction records and the money paid by buyers, so it was easier to keep seller-payment management inside the same service.

But the work after a settlement stops does not end inside the marketplace. To reduce delays during consultations, sellers can prepare policy-loan numbers, repayment schedules, days overdue, and evidence of harm. It needs to be confirmed whether bank deposit records and tax invoices are mandatory for this debt restructuring.

Consider the owner of a hypothetical household-goods manufacturer with eight employees. Each week, the owner downloads order records from marketplaces, moves them into a settlement spreadsheet, compares them with actual deposits, and then enters them again into a cash-planning sheet.

When settlement is delayed, the same numbers must be handled at least three times. The owner calculates unpaid marketplace proceeds, explains the loss to the accounting staff, and again finds the principal-repayment ratio and next payment date for a lender consultation.

What is easy to miss here is not advanced accounting knowledge. It is connecting timing and conditions: whether to seek a consultation before a delay exceeds 30 days, whether 10% of the principal has been repaid, and which institution to ask which question.

The separable piece is a settlement-failure response box. Sellers upload settlement records, deposit records, and loan repayment schedules. The service matches expected settlement dates with actual deposit dates, then shows delayed amounts and repayment conditions on one screen.

The same owner now uploads files only once each week. When a deposit is late, the service groups the relevant transactions into an evidence bundle and shows whether to call the Korea SMEs and Startups Agency or the Small Enterprise and Market Service, along with items to ask during the consultation.

This service does not decide whether someone qualifies for support or reduce debt on their behalf. Recovering money from a marketplace, government-agency reviews, business-closure decisions, and employment decisions remain the work of people and institutions.

Still, there is no need to build a new large marketplace or lending institution. A service can begin with settlement records, tax invoices, deposit records, and loan notices that sellers already have, creating room to separate post-settlement response functions into a standalone service.

Outside Korea, transaction protection and funding connections are sold separately

Upwork in the United States connects clients and workers across countries and holds money in advance for fixed-price contracts. A client must fund a project milestone before work starts. If the client does not respond for 14 days after receiving the work, an automatic payment process begins.

Upwork charges a service fee for each contract and operates payment-protection and dispute processes. Even after approval, it usually has a five-day security hold. It is an example of turning transaction matching and holding money into a standalone paid function.

Some Etsy sellers in the United States, United Kingdom, France, Germany, and Poland can receive funds in advance based on sales performance through YouLend. They pay a set fee, receive the money, and repay it through a set share of daily sales.

YouLend makes advance-payment offers based on Etsy sales performance and is repaid through a percentage of daily sales. Etsy said that 186 of 229 US sellers who repaid their first advance used it again. Because this is a company-released figure, it cannot by itself be taken as evidence of user satisfaction or profitability.

The Singapore government told sellers facing cash-flow difficulty from Qoo10 settlement problems that they could use an existing working-capital scheme for small and medium-sized enterprises. It connected a general SME support scheme to a route for responding to a marketplace failure.

According to guidance from Enterprise Singapore, the limit is SGD 500,000, or roughly KRW 550 million using a simple conversion, and the repayment period is up to five years. Participating financial institutions set the interest rate, and sellers must repay the full amount, so this too is a way to gain time rather than compensation for sales proceeds.

Four pieces that can be separated out

  • User: The owner of a household-goods manufacturer with five or fewer employees that sells through two or more online marketplaces.
  • Why now: As settlement delays have turned into loan-repayment problems, the cost of gathering transaction records later has increased.
  • First screen: Show the next settlement date, expected amount, actual deposit amount, and days delayed for each sales channel.

2. Sales-channel concentration alert

  • What it does: Shows the share of total sales from one sales channel and recent changes in settlement delays.
  • User: A small food manufacturer that earns more than half of its monthly sales through one online marketplace.
  • Why now: It has become clear that settlement trouble at one sales channel can spread to inventory payments, payroll, and policy-loan repayments.
  • First screen: Show sales share by channel, changes in settlement speed, and the next month’s cash shortfall if one channel stops paying.

3. Debt-restructuring preparation helper

  • What it does: Organises, in order, the conditions and materials to check before a consultation based on the lender and repayment status.
  • User: A seller affected by TMON and WeMakePrice that received policy funding from the Korea SMEs and Startups Agency or the Small Enterprise and Market Service and is approaching their first principal repayment.
  • Why now: Conditions such as repaying 10% of principal and being no more than 30 days overdue create different paths at different institutions, so one phone call may not be enough.
  • First screen: Include four fields for lender, principal-repayment ratio, days overdue, and next payment date.

4. Post-closure transition schedule

  • What it does: Manages business closure, employment, length of employment, and remaining policy-loan repayment dates in one place.
  • User: A former seller who closed an online retail business, found a job at a company, and still has policy funding to repay.
  • Why now: Conditions such as completing one year of employment after finding work are linked to interest-rate adjustments, creating dates to manage after the business ends.
  • First screen: Show the closure date, employment start date, one-year employment date, next principal payment date, and consultation contact details.

Why this matters where you are

Check whether sellers in your market must assemble marketplace records, bank deposits, and loan schedules separately after a payment failure. The relevant lenders, public support schemes, and eligibility conditions will differ from Korea’s. If several documents and time-sensitive conditions must be tracked before a consultation, a small evidence-and-preparation tool may be useful.

What to check today

Call either the Korea SMEs and Startups Agency at 1811-3655 or the Small Enterprise and Market Service at 1533-0100. Say you are reviewing a service and ask what information affected borrowers should prepare before their first consultation. If the information must be found across five or more different documents and there are two or more date-based conditions that are easy to miss during a consultation, it may be worth testing a small settlement-failure response box.
