You Can Sell a Separate Service That Makes Production Records Stick in Small Workshops
As Korea’s smart-manufacturing support for small workshops now funds on-site diagnosis, staff training, and follow-through alongside equipment, helping a small manufacturer actually use production-record tools can be sold as a separate service.

Money now goes to an on-site role that comes before equipment
The 2026 coordinator training programme for smart-manufacturing support for small workshops trained about 400 people for 160 hours and, after assessment, planned to designate about 300 as coordinators. Recruitment closed on August 5, and advanced training was under way as of September 6. After completing integrated training, coordinators are scheduled to be placed in manufacturing sites from late September.
A coordinator’s job is not a consultation that ends with an introduction to a programme. They review a manufacturing process, identify problems, decide how production data should be collected, and assess whether equipment and software can be introduced. After adoption, they show staff how to use the tools and review schedules and improvement tasks.
The notice lists about 3,200 small workshops as potential matching targets. The plan is for each coordinator to handle about 10 businesses, visit each business an average of 2.5 times, and receive a pre-tax activity allowance of about KRW 750,000 for supporting one business. There is no guarantee that every coordinator will be assigned, but what matters is that site visits and record organisation now have a stated price.
The main smart-manufacturing support programme, which small workshops apply for, also covers about 1,900 businesses and recognises total project costs of up to KRW 60 million. The government provides up to 60%, or KRW 36 million, while the business pays 40%. Costs for subscribing to commercial production-management software can also be included, up to 10% of total project costs, or KRW 6 million. This is not a small purchase that approves only software fees. It is an investment that requires choices about equipment, record-keeping methods, and how staff will use them.
In a survey by the Korea SMEs and Startups Institute (중소벤처기업연구원), manufacturing SMEs had an average of 14.7 employees, and 92.4% collected manufacturing data. But among businesses that collected data, 75.7% entered it manually, while only 19.7% received data directly from the shop floor. The larger market is not businesses with no records at all. It is businesses that have records scattered across paper and files.
Follow a custom window-and-door manufacturer with 12 employees
To narrow the service target, imagine a custom window-and-door manufacturer with 12 employees. The owner handles quotations and clients. The shop-floor supervisor sets the cutting, processing, and assembly sequence. There is no dedicated production-management employee. Specifications and delivery dates differ for every order, so the business does not make finished goods to stock.
When a client sends specifications and a requested delivery date through KakaoTalk, the owner copies them into an Excel order ledger. The supervisor writes them again on a paper work order. Workers write daily output and material shortages in the margins of the paper. Once shipping is complete, the owner or a family employee enters those numbers into Excel again.
When a customer changes a colour or quantity, KakaoTalk, Excel, and the work order must each be updated. Missing even one can lead to incorrectly made products, missing supplies, or conflicting delivery promises, but it is hard to find where the error began later. The owner ends up calling the supervisor before leaving work to ask again how many units were made that day.
There are two new budgets here. The operating organisation spends money on coordinator work that leaves behind site diagnoses, visit logs, follow-through on improvement tasks, and final reports. The business owner chooses the equipment and software they will actually use by combining government support with their own contribution. The notice requires management of site-visit logs and activity histories, as well as submission of a final report. The owner cares whether employees use the tools and whether the business can give more accurate delivery commitments.
So do not lead with software on the first visit. First map how paper moves from order intake to shipping. Then define the records that must remain: order number, due date, current process, completed quantity, and material shortages. Only then can the business choose whether to organise its existing Excel files or move to rented commercial software.
The post-adoption workflow should be simple too. A worker selects an order number and enters only completed quantity and issues. The supervisor checks work that is behind schedule today. The owner sees delivery-risk orders by client on one screen. The first result is reducing the task of copying the same information three times to once. Complex cost calculations and equipment connections can come later.
Much work still remains in human hands. A site lead must decide whether something is defective, whether to prioritise an urgent order, and how to agree a new delivery date with a customer. A coordinator service should not replace those judgments. It should make sure the records needed for those judgments remain in the same place.
A prior programme survey cited by the National Assembly Budget Office (국회예산정책처), the budget-analysis body of Korea’s legislature, found that participating businesses reported disruption to plans and processes in 30.8% of cases and additional-cost problems in 23.1%. Conflict with suppliers and after-sales management for adopted equipment each accounted for 7.7%. This is why businesses need someone independent to check schedules, extra costs, and whether staff are using the tools, rather than only someone who selects equipment.
Elsewhere, diagnosis and training were bundled first
The United Kingdom’s Made Smarter support programme bundles on-site diagnosis, implementation planning, training, and investment support for small and medium-sized manufacturers. Tailored Branding, an embroidery-clothing business, met specialists through a regional support organisation and put a second embroidery machine and a system to replace paper-based order and accounting processes into one plan. At the time, available support alongside the company’s own contribution was worth up to about KRW 38 million.
After installing the new embroidery machine, the business said it could handle both large and small orders and added one employee. However, productivity results from the digital order and accounting system had not yet been published when the case was released. The case also shows why equipment results and record-system results should be checked separately.
The Manufacturing Extension Partnership (MEP), a US manufacturing-support network, provides process diagnosis, training, and connections to technology providers for small and medium-sized manufacturers through regional centres. For McQuillen Manufacturing, a precision-machining business in New York State, it bundled process measurement, machine-accuracy calibration, and training in design and machining software. The company’s consulting fee was not disclosed, and it invested about KRW 420 million in follow-on equipment and capability building.
Results published by the US National Institute of Standards and Technology show that setup time fell by up to 30%, while five jobs and about KRW 560 million in new sales were created. These are case figures reported by the support organisation and participating company, so they do not mean every business will achieve the same results. Still, the structure is useful: it sold measurement methods and worker training alongside software installation training.

1. A two-week production-record adoption service
This service follows an order from intake to shipping, defines the record fields, creates forms suited to existing Excel files or commercial software, and trains employees. It is for custom metalworking and window-and-door manufacturers with five to 15 employees and no dedicated production-management staff. Now that site diagnosis and usage guidance are part of a coordinator’s official role, this is a moment to sell it.

2. An independent equipment-and-software review box
This service gathers the quotes a business has received and compares extra costs, usage fees, after-sales conditions, training schedules, and the actual installation scope. It is for owners of 10-to-20-person clothing, food, and printing manufacturers preparing to buy equipment with their own contribution as well as government support. Earlier programmes identified schedule disruption and additional-cost problems, and coordinators cannot force or broker specific products. That creates a need for an independent review separated from sales.
The first screen shows total cost to the business by option, omitted costs, after-sales period, number of staff-training sessions, and whether the owner has approved it.
3. A coordinator site-activity record tool
This service collects visit details, site photos, improvement tasks, and next appointments by business, then creates a draft final report. It is for coordinators handling about 10 different manufacturers and operating organisations managing multiple coordinators. In a structure that matches about 3,200 businesses in a short period, it is important to find missing visit records and delayed tasks early.

4. A delivery-change agreement record service
This service records quantity and specification changes received through phone calls and KakaoTalk in one place, shows the materials and work affected, and retains customer confirmation. It is for clothing, printing, and processing businesses that receive frequent custom orders but have no dedicated manager between sales and production. With such a high share of production data still copied manually, it is easier to begin with a small tool that prevents one missed change than to replace an entire system.
The first screen shows unconfirmed changes, affected work, the original delivery date, the new delivery date, and customer-confirmation status.
Why this matters where you are
Korea’s case depends on Korean conditions: a government smart-manufacturing programme, subsidies that cover equipment and software, and coordinators paid to conduct site work. Check whether your market has similar manufacturing-support programmes, implementation budgets, or regional support organisations. Even where those conditions differ, the operational problem is transferable: records can exist but still be scattered between messages, paper, and spreadsheets.
What to check today
Call one owner of a custom manufacturer with five to 20 employees. Spend 30 minutes mapping how one recently rescheduled order moved between KakaoTalk, paper, and Excel. If the same information was copied into three or more places, or if an update was missed in even one place, a small adoption service is worth testing. Do not ask which software they want to buy. Ask only how many times they rewrite one order.
