A small-store kiosk compliance service is now possible

Korea’s 2026 kiosk accessibility obligation and a September 30 funding deadline create room for an execution service that bundles eligibility assessment, alternative measures, funding applications, and real-use checks for small stores.

Not every store has to replace its machine

An enforcement decree requiring reasonable accommodation for disabled people using kiosks was amended and promulgated on March 30, 2023. It applied in stages, starting with newly installed machines, and began applying to machines already in place on January 28, 2026.

But the rules changed just before enforcement. Under a November 18, 2025 amendment to the enforcement decree, small businesses defined by law, certain neighborhood living facilities with a total floor area below 50㎡, and small machines specified by public notice can choose another measure instead of replacing every machine with an accessible one.

There are two accepted routes. A store can install an assistive device that works with its existing machine, or software that runs on the machine. Or it can provide both a staff member who can assist customers and a call bell. Having staff in the store alone is not enough; the call bell is also required.

Businesses outside these conditions are generally required to install a machine that meets national standards for whether disabled people can use it, along with an audio guidance device that tells users where the machine is. A replacement decision therefore cannot be made from store size alone. It must consider the business’s size, machine type, and installation location together.

The funding window is shorter still. The second 2026 Smart Store recruitment round, a Korean support programme for small stores, runs from August 26 to 5:00 p.m. on September 30. It supports up to 70% of eligible purchase costs, capped at KRW 7 million. Disabled business owners, simplified taxpayers, and sole proprietors can receive up to 80%, but this does not mean they automatically receive KRW 7 million; out-of-pocket costs and value-added tax may remain.

What a café owner with three staff members needs

Consider the owner of a café with three staff members and roughly 20 pyeong of floor space. A three-year-old ordering kiosk sits beside the entrance. At lunch, one staff member makes drinks while another moves between the counter and the seating area. The owner assumes that a small headcount makes the business a legally defined small business, but has not checked whether they can obtain a Small Business Confirmation Certificate.

Today, separate tasks are moving separately: asking the kiosk supplier for a replacement price, searching again for the 50㎡ threshold, and downloading the funding notice. The owner must ask different parties whether a call bell is acceptable, what happens if staff briefly go to the stockroom, and whether the current machine can run audio software.

The first product to sell here is not a machine. It is a one-page implementation plan. Given business information, store use and area, past funding history, and the kiosk maker and model, the service shows which route is available: review replacement, review assistive equipment, or operate with staff and a call bell. Small-business status should not be determined by employee count alone; the service should also connect the owner to whether a certificate can be issued.

If the owner chooses the staff-and-call-bell route, the work does not end when the bell is mounted on a wall. Someone needs to choose a location reachable by a wheelchair user, set who will respond and within how many minutes, and create a way to take an order without other customers hearing it. The operating setup also needs a pre-opening check that the bell works.

If the owner decides to replace the machine, the next task is the funding application. Stores receiving support for the first time should review the general recruitment notice. Stores that previously received Smart Store support should review the dedicated additional-support notice. The notice says that additional support between existing general technology and barrier-free technology ends with this second recruitment round, making September 30 the effective final checkpoint for past recipients.

Work requiring human attention remains after installation. Someone must test whether a wheelchair can reach the machine, whether screen text and audio guidance match the order flow, and whether a failed payment leads to staff assistance. A manual can say a machine is accessible, yet store furniture or menu design can still block its use.

What the café owner wants to buy is not a legal explainer. It is a service that tells them, in one place, what their store needs to do, how much to prepare this month, which documents and photos to submit, and what staff must check after installation. The obligation has applied to existing machines since January 28, 2026, and the funding application window and additional-support window for past recipients close at 5:00 p.m. on September 30, 2026.

Outside Korea, the focus was completing the transaction rather than replacing the machine

Redbox’s voice-led ordering flow

US company Redbox rented movies and games through unattended machines and collected rental fees. In a lawsuit settlement involving more than 3,000 touchscreen machines installed in California, it added headphone connections, tactilely distinguishable buttons, and audio guidance so people could complete search, selection, payment, and return without viewing the screen.

The important point was not a single Braille sticker. It was connecting the full transaction through audio. The settlement terms went as far as applying this approach to machines across California.

Coinstar and ecoATM used different forms of assistance

US company Coinstar converts coins into cash or gift cards and charges a fee. ecoATM buys used mobile phones for resale. Both companies earn revenue from existing transactions.

Under a 2021 New York State settlement, Coinstar agreed to provide at least one machine with a tactile keypad and headphone-based audio guidance at each location. ecoATM agreed to provide a service where a remotely located representative speaks with the customer and operates the machine on their behalf to complete the transaction. This shows that, where existing equipment is difficult to replace immediately, an assistance service itself can become the product.

  • Who uses it: A one-person hair salon and a neighborhood side-dish shop that want to buy a barrier-free machine but are applying for Smart Store support for the first time.
  • Why now: The second recruitment round ends at 5:00 p.m. on September 30, 2026, and the representative must apply personally.
  • First screen: Shows time remaining until the deadline, a choice between new and past recipients, the number of prepared documents, and the next store photo to take.

3. Call-bell and staff-response operating kit

  • What it does: Installs call-bell placement, staff alerts, response scripts, and a daily operating-check record as one package.
  • Who uses it: Small snack restaurants and cafés that have staff during business hours, but often leave the counter while taking orders and preparing food.
  • Why now: Small businesses can choose the staff-and-call-bell route, but customers still face an access problem if staff cannot actually respond.
  • First screen: Prominently shows the current response owner, bell status, time of the last test, and unanswered calls.

4. Post-installation real-use testing

  • What it does: Has wheelchair users, people with visual or hearing disabilities, and older people test the full flow from ordering to payment, then sends blocked points to the installer.
  • Who uses it: Suppliers installing kiosks at dozens of local stores and small food-service brands operating around ten locations.
  • Why now: Even a subsidized machine can fail in real use because of aisle space, installation height, menu design, or the staff handoff.
  • First screen: Shows completion status and site photos for five tasks: “reach the machine,” “select a menu,” “confirm by audio,” “pay,” and “get staff help.”

What to check today

For 30 minutes, call five nearby cafés and restaurants using existing kiosks. Ask only whether they know about options other than replacement and the September 30 funding deadline. If at least two do not know and say they want to check their machine model and past funding status, a one-page compliance route assessment is worth testing first.
