A Side-Hustle Management Service for the Trip Home from Namdong Industrial Complex
Instead of another nationwide side-hustle app, a small local service could help workers in Incheon’s Namdong Industrial Complex manage company rules, income, travel, and rest in one flow after work.

In 2022, people with multiple jobs accounted for about 2% of all employed people
An analysis of 2018–2022 data by the Korea Labor Institute (한국노동연구원), a public labor-policy research institute, found that people with multiple jobs made up about 2% of all employed people in 2022. Their average monthly income from their main job was KRW 1.861 million, lower than the KRW 2.737 million earned by people with only one job.
When income from all jobs was combined, their monthly average rose to KRW 2.947 million. But their hourly income was KRW 13,000, compared with KRW 16,000 for single-job workers. In other words, side work brought in more money, but required more time. That is why managing a side hustle is not simply about tracking extra cash. It also means managing time and fatigue.
An official survey cited by the Korea Institute for Health and Social Affairs (한국보건사회연구원), a public social-policy research institute, estimated that about 2.92 million people had performed paid work through digital platforms during the most recent three months of the second half of 2022. About 800,000 of them used platforms that influenced job assignment. The figure includes delivery, transport, cleaning, and freelance work, not delivery alone.
The Ministry of Employment and Labor’s customer counseling guidance says there is no law that uniformly bans people working for ordinary private companies from holding a second job. But workers need to check their company’s employment rules and employment contract first. Disciplinary decisions may differ if outside work leads to lateness, weaker work performance, a competitive relationship with the employer, or use of company information.
Tax treatment also varies by the kind of side work. The National Tax Service (국세청), Korea’s tax authority, says that people earning business income through freelance work, delivery, or teaching may need to file a comprehensive income tax return even if 3.3% was withheld when they were paid. For one-off lecture fees or manuscript fees, a key threshold is whether annual other-income amount, after deductible expenses, exceeds KRW 3 million.
What changes when you design for one worker in Namdong Industrial Complex
Narrow the first user to a fictional person: a 38-year-old employee at a manufacturing company in Namdong Industrial Complex (남동산단), an industrial area in Incheon, who works as a designated driver on Friday and Saturday nights. What this person needs is not another app that supplies more jobs. They need a tool that keeps their main job and side work from colliding.
Today, they search a company employment-rules file for clauses on outside work, write side-work hours in their phone calendar, and separately save settlement screens from the designated-driver app. They look up transport and meal costs again in card statements. At the end of the month, they copy income once more into a notes app or spreadsheet. Receipts they cannot tell are useful as tax evidence pile up in the photo gallery.
At the end of a night shift, income targets can also conflict with the trip home. Taking one more job may increase income but take them farther from home, leaving less sleep before their next shift at the main job. If they use several side-hustle apps, time shown in any one app cannot reveal their total working hours for the day.
A nationwide product would need to handle company-specific rules and transport options in every region at once. By narrowing the first area to Namdong Industrial Complex and its surrounding daily-life area, a service can begin with a limited set of common post-work hours, directions home, and side-work types. It also becomes easier to meet users directly through colleagues at the same workplace or nearby side-hustle groups, rather than relying only on online advertising.
After using the service, a person could set their main-job end time, available side-work time today, target net income, and latest time to head home from one first screen. When work ends, the service would show what remains after fees, travel costs, and equipment costs, rather than recording revenue alone. If recent activity hours have been long, it would suggest ending work and going home before recommending another job.
The service should not give an answer on company rules as if it were issuing a legal ruling. When a user uploads an employment contract or company employment rules, it can identify passages about reporting outside work, prior approval, competing businesses, and use of company equipment. It can generate questions for the user to ask the company. It could also remind users to check again when the rules change or the nature of their side work changes.
Some work still needs a person. Whether a company will actually approve an activity, whether a specific activity is competitive, and whether a cost is recognized for tax purposes require judgment from a company representative or tax professional. A phone also cannot decide the risks of late-night travel or a person’s physical condition. The service should reduce missing information, not force a decision.

Hurdlr in the United States helps freelancers and app-based workers record income, expenses, mileage, and estimated taxes together. Hurdlr operates a paid service that includes mileage tracking, invoicing, and tax-filing-related features.
The company says users find an average of USD 5,600 in deductions and save more than 18 hours, but this is self-reported company data and actual results will vary. The useful lesson for Korea is not the savings claim. It is the flow of collecting relevant costs and supporting records at the same moment income is earned.
Swiggy, an Indian food-delivery company, introduced a side-hustle policy for employees in 2022. External activities that use professional expertise or involve payment require disclosure and approval, while lower-sensitivity activities such as hobbies are handled more simply.
This case shows that a service can vary the number of questions by risk level, rather than banning or allowing every side hustle in the same way. But Swiggy has not disclosed operating results such as approval volumes or rejection rates, so it is more appropriate to learn from the structure of its disclosure process than to claim the policy’s effects.
Grab operates alerts across several Southeast Asian countries that monitor drivers’ and delivery partners’ online time and recommend rest. Four-wheel drivers are advised to take five continuous hours of rest after exceeding 10 hours, while two-wheel drivers are advised to take six continuous hours of rest after exceeding 11 hours.
Grab said that trials in Vietnam and Indonesia significantly reduced the number of people working beyond the recommended time, with little effect on supply, but it did not publish a specific reduction rate. Because the system sees only time inside one platform, there is still room for a local tool that lets users combine hours from several apps and their main job themselves.
